WARDEN MESSAGE NUMBER 14

July 14, 2006
DEAR WARDEN:

Please pass this message on immediately, using the procedures indicated below. Thank you.

Scott Oudkirk
Consular Section Chief

Please inform us (the American Citizen Services (ACS) office of the U.S. Consulate General) by e-mail when you receive the message and share it with the people on your list.

We will continue to e-mail public announcements to all Americans in the Istanbul consular district who have provided us with email addresses. However, residents often change e-mail addresses without changing their telephone and fax numbers, causing a significant number of our e-mail messages to be returned undelivered. Unfortunately, the ACS office has no practical way to follow up when email is not delivered: only the wardens can do that effectively.

Therefore, please continue to send all warden messages via e-mail to the Americans in your zone who have e-mail addresses.

We understand that this will duplicate our e-mail messages. However, when you send e-mail messages as a warden, undelivered messages will signal to you which e-mail addresses of registrants are no longer valid. This then allows you to follow up promptly with a fax or phone message to request current e-mail addresses. Also, because at any given time some wardens are likely to be absent, the "broadcast" e-mail message we continue to send from the ACS office ensures that registrants with e-mail in those temporarily ‘vacant’ warden zones will still receive the message.

The escalation of hostilities along the Israeli and Lebanese border has resulted in a strong possibility of large public demonstrations, which may turn violent and anti-American in nature. As a reminder, even demonstrations intended to be peaceful can turn confrontational and possibly escalate into violence. American citizens are therefore urged to avoid the areas of demonstrations if possible, and to exercise caution if within the vicinity of any demonstrations.

For the latest security information, Americans should regularly monitor the Department's web site at http://travel.state.gov where the current Worldwide Caution Public Announcement, Travel Warnings, and Public Announcements can be found. Up-to-date information on security can also be obtained by calling 1-888- 407-4747 toll free in the U.S., or, for callers outside the U.S. and Canada, a regular toll line at 1-202-501-4444. These numbers are available from 8:00 a.m. to 8:00 p.m. Eastern Time, Monday through Friday (except U.S. federal holidays).

Americans living or traveling in Turkey are encouraged to register with the nearest U.S. Embassy or Consulate through the State Department's travel registration website, https://travelregistration.state.gov, so that they can obtain updated information on travel and security within Turkey.
